Crioprora cyanella
This is Crioprora cyanella. It is the only species of Crioprora which is completely white setose.

Very difficult angle
But by the looks of the animal and the enlarged hind femora it would say it's a male Brachypalpus sp.!

Syrphid, but I don't know genus.
There are at least three candidates. For future reference, posting flies to Flies (Diptera) will put your images in front of the experts faster. (Otherwise, you get me! LOL!)
