This is Aradus kormilevi, described by Heiss (1980), and formerly called Aradus cinnamomeus, described by Panzer (1806) but A. cinnamomeus is now considered to be restricted to Europe, with the North American forms being either what you photographed (A. kormilevi) or Aradus antennalis, described by Parshley (1921). The latter species is found in western North America, A. kormilevi in eastern North America, extending from Canada to as far south as Louisiana.
This specimen is a brachypterous adult female. You probably have some conifers in the area where it was found...

Looks like a Flat Bug (Aradidae) nymph
