Several of these at flowers of Point-leaf Manzanita, Arctostaphylos pungens. Not sure if this is Cerceris.

A few more
of these seen today on manzanita at Fort Huachuca. Having a hard time getting a good photo of these.

Not Cerceris.
This is a cuckoo bee in the genus Nomada. They are frequently mistaken for wasps....I've seen few of these in AZ, but then didn't suspect they could appear so early in the year!
