This looks a little strange to me. Maybe it's just because it had probably been dead for at least a day and became shriveled. It doesn't seem to have a pronotal comb--does that mean it's not a cat flea?

Later edit--upon further viewing, I've decided that maybe it does have a pronotal comb after all...

It does
have a pronotal comb (just farther back). This is Ctenocephalides felis (C. canis has a shorter head).
