Found under the railing. Is this a spider egg case of some sort?

a little bit like Mimetus notius, but color of sac and the spider (if it is related) seem off.

Those were pretty much my thoughts. I don't think I've seen a photograph of a Mimetus notius egg sac, only a drawing and description in the Journal of Arachnology (Guarisco 2001). Pirate spiders don't strike me as the types that would stay around to guard their egg sacs, so this could well be an unrelated spider that's just using it as something to hide behind, but it's not a close enough match for me to want to call it an M. notius egg sac for sure.

I wouldn't go through the trouble of making a wirey egg sac, then surrounding that with a protective bubble, if I was only going to guard it anyway.

Definitely a spider egg sac
...and I agree that there's a spider behind it. It's upside down and facing to the left, and you can see one of its stripey forelegs as well as some of the abdominal pattern. Based just on the egg sac, pirate spider would be my first guess, but I could imagine an araneid or theridiid making a similar one.

spider behind/above the object? (Reddish brown thing at top center of the image)

 
hmm
well possibly, this was taken some months ago, but under the railing is where the spiders seem to usually live.
