Another possibility
Is there Fatsia japonica in the area? Cacopsylla fatisae is another species with the dark spot on the clavus, occurring on Fatsia japonica in the SF bay area. Some images online for the sake of comparison are here (the page is in japanese, but see especially the male in the third image, which is especially close to the male you have here).

Fatsia japonica is an ornamental and thus excluded from the site, though it is commonly planted in CA.

Compare:
to Cacopsylla pyricola. The overwintering adults have the black dot at the vertex of the wings, which yours appears to also. This is an introduced pest on pears.

 
Hosts
There may or may not be pear trees nearby. Some yards have apples.

Is this an ID--i.e., no other species with the black dot?

 
I feel confident in this ID
