Glad you reared some wasps! But I think this is a parasitoid -- the veins on the wings don't match those of cynipids, and the greenish shine, shape of the thorax, and long ovipositor are typical of a parasitoid. Someone else will know what family this is.

I seem to get parasitoids from galls at least as frequently as I get the wasps that created the galls.....

 
Right - Torymid Wasp (Torymidae)
Example of a species with a relatively short ovipositor. Most Torymidae are indeed parasitoid of Gall Wasps.
