This looks like Cicindela punctulata, but if it did have red on the abdomen, then there is a possibility of being Cicindela rufiventris.

Color
Red it was. Glow it did not. I did not, however, take the time to talk it into a ventral shot like yours - so the uncertainty with regard to the image will have to stand.
