My torymid contact confirms the family and says it is most likely Torymus, although the useful characters cannot be seen.

Based on form of antenna and wing venation

Torymidae…
The elongated metallic body, extended ovipositor, long segmented antennae, and forewings with setal tracts indicate a female torymid. They are all parasitoids of gall-forming cynipid wasp larvae.
