This small fruit fly was found on the blossoms of Desert Broom plants in a wash. Is this another species of Euaresta?

It looks like could be Euaresta bellula - Chen

 
E. bellula
I agree with Chen that this is bellula, based on the wing photo and description here. It has only 2 marginal hyaline spots in cell r1, similar to E. stelligera, but that species is restricted to the west coastline (see distribution map) and doesn't reach Arizona.

In E. bella and E. stigmatica, cell r1 has 3 marginal hyaline spots, with the basal spot being interrupted by vein R2+3, and the subapical spot broadly crossing vein R2+3.
(r1 is the cell bordering the costa from about 1/2 to 3/4 of the wing's length; vein R2+3 forms the lower border of cell r1).
