Can you carefully scrape off the hairs from one of these galls and post photos of the gall(s) without hairs? Also cutting one open would help. I'm thinking this is a little clump of galls, each with one chamber, but I can't tell from the photos, and can't tell the shape of the galls without the hairs. I think I know what this is, just can't be sure without additional info.
