We have identified this male scorpionfly as Panorpa nuptialis.
Confirmation/correction would be appreciated.

"Ah, this is an easy one - this is a male Panorpa nuptialis, the largest and most striking of all North American species of scorpionflies. From the nice photo you can easily note the dististyles (pincers) are very long and thin, much longer than the rest of the genital bulb. The small group of species to which it belongs also have an elongate ninth tergite, easily visible between the dististyles in this photo."
