I'm thinking Vesiculaphis caricis
I've never seen them in real life so I could be totally wrong, but fits the general description.

These are great photos of a very unusual Aphidinae. Several genera come to mind but without the specimens in hand....

I could be wrong,
but I don't believe this is an aphid. It looks more like a hopper/bug nymph of some kind. I suggest that you move it to ID Request.

 
The ...
two protrusions on the abdomen looked like cornicles to me. I'm probably wrong about that though. I will move them to ID request.

 
And you might be right about that...
I've never seen cornicles pointing straight back like that, but I'm certainly not familiar with every species. At any rate, I'm hoping that your pics will be seen by a wider variety of folks here. With luck, someone will tell us both what this critter is.
