Size: nymphs 3-4 mm
On goldenrod in damp meadow. I didn't notice any adult treehoppers nearby. Publilia? Entylia? Do ants drool? Or is that a normal mouthpart hanging off its chin?

Entylia (or Publilia)
The nymphs of both "genera" are identical. Publilia will be made a subgenus of Entylia in a forthcoming publication.

 
Entylia carinata
The triangular pale markings on the abdomen distinguish nymphs of this species from those of Publilia.

A normal mouthpart...
Although it doesn't always hang of the insect's chin. This is one of its four palpi, either maxillary (this seems more likely) or labial.
