Not a Hydaticus
There are no all-black nearctic Hydaticus; this is a Colymbetine: doesn't quite fit Agabus as size seems to be tad bit too large (there are only 1 or 2 species that reach 12 mm but are not present in TX); the other possibility given locality would be Hoperius, which is not yet in the guide (it would be a very nice find as it is rare!) and I haven't been able to find images of. A ventral shot will help clear up the confusion here.

Suspect Hoperius planatus
Based on wide margin of pronotum and flat prosternum fitting into a triangular notch at the metasternum. Size seems a bit small but adults of this eastern species have been rarely collected. The pale margin seems to be an artifact (reflection) from the camera flash. I will forward these images to Mike Quinn who will in turn get these to a local expert for confirmation.
