This is a male
...and the oak host; San Gabriel Mnts location; and, most significantly, the size and shape of the apical lobes of the cerci...all point unequivocally to T. chumash.

Looks like the oak here is Canyon Live Oak (Quercus chrysolepis), from the shape of the leaves and the dense gold-to-bluish scurfy "powder" on their undersides, and from the location and mountain habitat.
