Yes this is a Pteromalidae.
The venation looks like Dipachystigma, but I can't be sure it is that genus.

Eurytomidae…
The sculptured dull black appearance, a rounded, smooth, and compressed abdomen, and rectangular pronotum indicate this family. This is a female. Not a pteromalid due to the longer submarginal wing veins and spot stigmas which are characteristics of this family.

Once again, we have the same critters in both places at the same time. FWIW, I think you're right on family.
