Size: 35-40mm approx
When I first saw the blue tail I thought it was a blue dasher. The rest of the body does not match that pattern though. For size, this was what I would call a medium size dragonfly, smaller than the Pondhawk and Scarlett skimmers I have photographed but larger than the Eastern Amberwing.

Moved from Dragonflies. Sigh, apparently my memories of amberwings shrunk when I had my brain washed. Thank you for another ID. I think I need to spend more time on my back porch

Surprised your feeling is that he is medium sized.
Our experience was that he was quite small, barely longer than an Amberwing. See
