Size: 2-3 mm long
I spotted these five tiny, snail-like objects at the tip of a branch of a dogwood shrub (Cornus), possibly Gray Dogwood (C. foemina), along a grassy roadside. When I flipped one over, its interior was filled with solid white tissue and it left a small, whitish, tear-shaped scar on the twig. I found only two branch tips with these objects, so they were rare on the shrub.

EDIT (next day): I found another dogwood shrub in a nearby field that was loaded with thousands of scales:
