I see these things every spring. They appear to be a tiny insect with camoflauge put together from linchen and other plants. Its got little pincers and is very slow moving.

Thanks for the info. I had thought it was linchen because i usually saw these on oak tree trunks

A lacewing larva
Either greeen lacewing or brown. They carry around the dried corpses of their victims as camouflage.

 
Green lacewing, I think.
According to the Guide, larvae of Brown Lacewings do not carry debris.
