Size: 10mm

Characteristic gills - 6 gills in a semirosette plane. Manual of Nearctic Diptera only recognizes one Western species in the genus.

I am assuming this was found in flowing water, in which case I can tell you it is family Blephariceridae (net-winged midges). Neat find!
