Oligotrophus betheli?
These galls are sometimes tagged as this species on iNaturalist, but I can't find much information. Just curious whether you know more.

Not Oligotrophus betheli
As described and illustrated by Gagne (1989), the gall of that species is barely larger in diameter than a normal twig.
