Cicindela hirticollis?

Observed in a sandy area at edge of 100 ft. bluff overlooking Long Island Sound.
There was a "convention" of these running all over, about 50. They did not seem to be hunting and were not as wary of being approached as other tiger beetles that I've seen. Warm and sunny outside - They seemed to be having a great time scooting around. The following day there were none to be found. There were a lot of small holes in the sand that are not customarily there. I was wondering if they had emerged from them. Does anyone know their life cycle?
