You are correct about this being Holocnemus pluchei. It is an extremely common spider in California and throughout the southwestern U.S. and is the only regional pholcid with a wide, black ventral stripe that runs the length of the spider's underside. It is native to the Mediterranean region and are much more likely to make their webs in exposed areas compared to other pholcids.
