Plant...
...appears to be Clematis (possibly C. virginiana). Insect looks like a flea beetle to me (but wait for a real expert on that), which are often specific to plant species.

Thanks for the help with the plant but I don't think it's Clematis. It's a sapling tree of some sort. I'm more interested in the insect though.
