Family Micropezidae - Stilt-legged Fly
Did you see it "waving"? They stick their front legs out and wave.

 
I did not know it was waving. I thought it was from NYC.
Looking through the choices, I would guess Grallipeza nebulosa.

looks like a darn good match. I suspect you've nailed the sp. I'll move it Diptera. Maybe one of the Fly experts can confirm.
