Not sure if it is a Twin-Spotted or Brown Spiketail.

Brown Spiketail
This looks like a Brown Spiketail (Cordulegaster bilineata) to me. The lateral abdominal spots and the brown coloration push it that way. Twin-spotted has paired spots on the top of the abdominal segments.

Dorsal view of eyes?
Easiest way to tell is to look at the eyes. Touching = maculata not touching would be bilineata. Legs look brown enough to call it bilineata. Can you use flight season in VA to distinguish?
