the 'strangulation mark' just behind the eyes gives it away

Very interesting...
looks like Naupactus peregrinus, but I am not aware of this species being introduced into the Pacific Northwest. Naupactus spp (all adventive in North America from South America) are distributed in the East and Southeast. Assuming this is Naupactus, could represent a new introduction.

 
Funny
I thought the very same thing. I figured I must be wrong since the range is so far off. I have a list of introduced bio-controls that have been introduced. I'll have to check that.
