Found outside on our patio. Temperature about 11°C.

Any willows nearby?
This one, along with these two
all appear to be the same species, and had you found them on willow I would feel comfortable enough in calling them
Cacopsylla quadrilineata
, based on the male genitalia and other characters consistent with the concept of that species. Since I notice that all three of these observations occurred at roughly the same location I think it's reasonable to assume that the host is nearby, so I am curious if there are any willow trees (
Salix
) near where you found these?

Yes...
There was a willow tree in the immediate vicinity. It was a medium sized tree; not a shrub. Unfortunately, I don't know the species. I can't take a photo because the tree is now gone. It was killed by 2 successive years of caterpillar infestations.
