Tenthredinidae, Nematinae
Was this reared from the galls? Its hard to tell if it is a Nematus or Pontania, some species of each have similar color, and some species of both feed on willow. Being 8 mm long, it seems to me the adult pictured is a Nematus; Pontania adults would be around 5 mm or less. The galls look like Pontania galls and the larva is a Nematinae, but the larva of Pontania would be inside the galls, not walking around outside.

...unless, for instance, a larva was removed and placed on the leaf surface for a photo opportunity?

Yes, should be Pontania based on the gall. I've never seen adults.
