Large Emerald observed hawking around open trees on top of the cliffs overlooking the ocean. The eyes were bright green in direct sun and went to a more dark brown in the shade.

Looks like
a female Clamp-tipped Emerald - Somatochlora tenebrosa. Another close looking one is the female Ski-tailed Emerald - Somatochlora elongata. They both have similar yellow markings on the side of the thorax, but the Clamp-tipped female's spike under the tail is angled rearward, like in your photo, and the Ski-tailed's spike is thick and pointed straight down,(90 degree angle). Williamson's Emerald's spike is thin, and points straight down.

I think you're right. The habitat bothered me but then again the habitat seemed wrong for any of the likely suspects. There were forrest wetlands not too far away. Thanks.
