yes, a halictid female
I wonder if it could be Dufourea mulleri, a Phacelia specialist?

This might be a candidate. This species was all over the Phacelia, fast & busy, thus difficult to photograph. D. mulleri is one of the spp. on Molly Rightmyer's Claremont list. I'll just have to try to get some more photos, as well as a specimen.

Can we rule out Halictus tripartitus?

 
I'm not certain whether I could
rule out Halictus tripartitus, though I noticed more reddish tegulae on that species.
I'm looking through my other photos (don't have time to go out to Claremont right now) to see whether any of them show wing venation. I have a series of shots of the same specimen, not very good, but some might show a bit more.
