Gargaphia iridescens
The genus Gargaphia can be confused with the genus Leptopharsa. I was a little uneasy about calling it Gargaphia without being able to see the ventral side where there's a transverse carina on the rostral channel, however, the description of G. iridescens fits the rest of the image so well, that I'm going to say that's what it is. If it's ever seen again and if possible, please take a picture of the ventral side so we can confirm my ID or the host plant information could also be helpful.
