Moved
Moved from Phaenopsectra.

I'm no longer confident that it has the long front basitarsus of the Chironominae. It might be Orthocladiinae (which has some forms with stout front femurs) or Diamesinae or Prodiamesinae with a faint M-Cu crossvein.

Added image
...not in focus, but I think it shows the basal tarsal segments well enough?

Wing
Basitarsus looks short. Can you add a similar closeup of the wing?

The added image
is as good as it gets.

Moved
Moved from Flies. Tentative ID, but the hairy wings don't leave too many choices.
