Size: 6-7 mm
Caterpillar and leaf damage. Actually not the very same specimen as the first photo but part of the same group of plants.
Update 5/21/2010: the plant is golden ragwort Senecio aureus or Packera aurea. It was labeled as such at the wildflower garden in Elkwallow, Shenandoah National Park.
