You're quite right to be cautious
Despite the good quality of this pic, telling for sure is very difficult from this angle: because neither hind tibiae nor - of course - the clypeus are visible.
I too would lean toward V. acadica, based on the rather bright yellow color of the gaster (paler with a greenish tinge in V. austriaca), but without being conclusive.
