Weird galls on ash tree

There were very many of these galls on the leaves of a tree labeled as "Red Ash/Green Ash, Fraxinus pennsylvanica".

Bacterial?
Could it be a bacterial problem? Something like this?

Can you add a zoomed-out image showing more of the leaf, to give some more context? This doesn't seem to be anything I've heard of before.

 
I added one
I can go back and shoot some more but not today; it is raining hard. They remind me of goldenrod bunch galls, with all that growth of smaller leaves and stems.
I found nothing inside them.

Same kind of tree
Either this kind of gall takes many different shapes or mine is a different species. Or, perhaps, they change appearance with age. I will continue to keep an eye on that tree. It is nearby and there were lots and lots of galls.
