Subfamily Phaneropterinae - female
Although barely visible, the ovipositor is typical for this subfamily, as females lay in plants rather than in the soil. A member of a group of special genera, with especially narrow tegmina and long legs.
The western genus Insara seems to match at best.

Thanks for for pointing me in the right direction.

All the Insara species seem to be east of San Diego from what I could find and none were brown (not that this matters much). I did find a photo here of a specimen within Phaneropterinae, Brachyinsara hemiptera, which is in range.

Aw, gee, I wish I had read your comment more carefully:-) I came to the same conclusion you did after doing 'independent' research on the "Singing Insects of North America" website. Looks pretty conclusive to me. Your specimen is a female it would appear.
