Willow
Plant is a willow (Salix), of which there are 31 full species in California, with 9 species reported in the PLANTS database for Santa Clara County.

I don't know plants so I appreciate the input. BTW, I made a mistake, it is neighboring Santa Cruz County, though it probably does not make that much difference.

reminds me of Pontania
I've shot similar galls in california on a similar plant which were identified as Pontania (here). Though I'm not sure if thats what your galls are, as yours look a little more flattened than mine. The more I compare the images the more I have doubts about it, but its somewhere to start looking anyway.

I'm starting to think there may have been more than one type of gall. I think some were less flattened. It was getting dark so I did not have the chance to get many shots.

 
Pontania or Nematus seem to be the choices.
Most likely seems to be Pontania, and if it is then it can be identified to species based on the fact that the gall has tubercles on its surface.
The tubercles are indicative of Pontania californica

 
On what basis
are you saying Nematus is a choice? I've never heard of any gall-forming Nematus species.
