This is likely in the genus
Platypedia
or something very closely related. Nice observation, too: these are "wing-bangers" because males lack the tympanum organ that most cicadas use to make those ear-splitting "songs." Also, these are the earliest-emerging cicadas in the western U.S., so can't easily be confused with
Okanagana
, the common genus of summer cicadas there.
