It's actually an immature mal
It's actually an immature male, note the shape of the cerci. Only mature males are blue.

I don't know if that was just a typo, but the name of this is Great Blue Skimmer...

"Dragonflies....Binoculars" shows this to be female, as males have blue thorax.
