Am I correct in assuming this is Dineutus ciliatus?

A little blurry, but you can just make out the vittae on the elytra. Plus the aedeagus and the toothless profemora are spot on.

Dineutus is correct...
Not familiar with your local fauna, but can be very difficult without specimen in hand...and not a photo of it in your hand :)
