My best guess is Scymnus.

probably S. rubricaudis
This keeps keying out to Scymnus rubricaudis, although I'm not entirely happy about the dark vertex of the head. Of the dorsally similar species, S. fraternus and its lookalikes have yellow markings, not reddish; the pronotum of S. semiruber is entirely reddish; and S. brullei appears not to occur in most of Virginia. S. securus also doesn't occur in most of VA and the setae should be longer.
