Did some more looking...
It resembles the nymph of the Four-lined Plant Bug,
Poecilocapsus lineatus
.
If not that exact species, then it might be a close relative. Perhaps one of the experts will know for sure.

Not a beetle.
It's the nymph of a True Bug (Heteroptera). Maybe someone else will be able to tell you what kind.
