Looks like it
It's unfortunately not a full profile, but I can see no suggestion of an upturned tip to the cerci at all, which would indicate Northern. Looks like a Boreal to me.

 
re-examination
I've re-examined this one and compared it to a known Boreal. The cerci are indeed hooked at the end and the dorsal notch in S10 is more V shaped than on a Boreal

Thank you. The shape of the appendages and the fact that it's the first damsel out this year were certainly suggestive of boreal.

This is a difficult identification. Do you have a closeup of the terminal appendages? The large eyespots are helpful, but Northern Bluet probably can't be eliminated from this one image.
