Chalcid parasitoid of Agonopterix (probably) - Sympiesis sericeicornis - Male

I collected some spotted St. Johnswort (Hypericum punctatum) hoping to rear the Agonopterix larvae that had tied together the two terminal leaves. The larvae died without pupating, and yesterday (May 21) I found this wasp in the bag with them. As far as I know the Agonopterix larvae were the only potential hosts in the bag.

Sympiesis?
In the 1979 Catalog of Hymenoptera in America north of Mexico, there is only one record for a chalcidoid being reared from a species of Agonopterix. It is on page 970 and is for the eulophid Sympiesis bimaculatipennis which was reared from Agonopterix posticella. Your image is in general agreement with that of a species of Sympiesis on this web page.
