Hop Aphid
Interestingly, In chapter 21 of an antique book I recenty bought there is mention about hop growing in this area... Meeker had gained a fortune in hop growing, but in 1885 he lost it all to the "hop louse". I'm assuming this was some sort of aphid, maybe the hop aphid? After the "hop louse" all the land in the valley was plowed up and used for dairy farming, fruit growing and general crops.
