Trirhabda?
I am definitely not an expert, but I wonder if this larva might be in the genus
Trirhabda
; it looks familiar to me it only because I compiled numerous photos of larvae and adults in the BG gallery last winter by
host plant
. During that compilation, it appeared that western species of
Trirhabda
tended to be found on a handful of host plants, among them Brittlebush
(
Encelia
)
, Baccharis
(Baccharis
)
, Sagebrush
(
Artemisia
)
, and Rabbitbrush
(Ericameria/Chrysothamnus)
.
Isatis tinctoria
is a mustard that did not show up during that compilation. Do you recall if there were any plants of brittlebush, baccharis, sagebrush, or rabbitbrush near this mustard? Perhaps it strayed from a nearby plant of one of those onto the mustard in your photo? - just a guess!

Others...
were found on a number of
Isatis
plants. A number of other plants species are in the community including sagebrush. This beetle
was abundant on other plants, Arrowleaf seemed to be favored, although no adults were found on
Isatis
.

After reviewing...
the samples, it was apparent that
Rumex crispus
was interspersed among the
Isatis
at this roadside locale. For now, I'm assuming that this is a
Gastrophysa
larva. Next site visit might reveal more information.
