Size: 2-3mm
This single individual overnighted on a Marigold, but I don't think that was the hostplant.

- note that Rs, M, and Cu are parallel, which means this is going to be Spondyliaspidinae; in North America, the subfamily is represented by 8 species, all of which are introduced from Australia. Assuming this is one of those 8, it is
probably
Ctenarytaina spatulata, but Cryptoneossa triangula and Ctenarytaina longicauda are similar - photos of the latter two species indicate that those species have a black head, while the former has an orange head; I'm hesitant to use color as an ID character, though, so leaving this at subfamily for now.

Wonder if it might be Ctenarytaina spatulata
A nonnative Eucalyptus-feeding species that has been recorded from California, based on comparison to photos from
Queiroz Santana and Zanol 2005
and from
some flickr photos
from Mick Talbot. Eucalyptus is in close proximity to where I shot this photo. The wing venation, while poorly visible in my photo, is also a match when compared to
these images
provided by USDA Animal and Plant Health Inspection Service.
I'd feel more comfortable with this ID of course if I had photographed this on a Eucalyptus leaf, so I will try to return to the location and investigate the nearby Eucalyptus specifically.
