I am thinking this is a match for Palpada but the guide page mentions how similar similar this genus is to Eristalis. Like pretty much everything else I photographed that day, it was found on fleabane.

Yes, Palpada
Striped thorax is one of three patterns distinctive to the genus. (There is, however, a fairly common Eristalis sp. with this particular stripe.)
